I can now say I am among those who have performed a marriage ceremony. My sister-in-law was married last Saturday and I was the officiant.

Nope. In California, you can be deputized as a Deputy Commissioner of Civil Marriages "for a day". You pay $35 and go to an hour long training session that explains what you have to do. Then you can marry someone on a particular day.
